Cambodia and Vietnam Sign Six Agreements to Deepen Cooperation Across Key Sectors
PHNOM PENH, October 10, 2026 — Cambodian Prime Minister Hun Manet and Vietnamese Prime Minister Le Minh Hung have agreed to further strengthen bilateral relations and advance cooperation to a new level during high-level talks in Phnom Penh on October 9.
The meeting took place at the Peace Palace during Le Minh Hung’s two-day official visit to Cambodia from October 9 to 10, 2026.
Hun Manet welcomed his Vietnamese counterpart and the accompanying high-level delegation, describing the visit as a sign of the two countries’ shared commitment to deepening bilateral relations and cooperation.
The Cambodian leader also congratulated Vietnam on its reported economic growth of 8.02% in 2025 and 9.01% during the first nine months of 2026. He expressed confidence that Vietnam would continue to achieve strong growth under the leadership of its party and state.
Le Minh Hung thanked the Cambodian government and people for their warm hospitality, saying his visit would help strengthen bilateral relations and advance practical cooperation between the neighbouring countries.
Six cooperation documents signed
Both prime ministers welcomed progress in bilateral relations across multiple sectors and highlighted 2027 as the 60th anniversary of diplomatic relations between Cambodia and Vietnam, as well as the Cambodia-Vietnam Friendship Year.
They agreed to encourage relevant ministries, institutions and young people in both countries to organise activities marking the anniversary and celebrating their friendship.
The leaders also discussed expanding cooperation in politics, defence and security, trade and investment, agriculture, energy, education and vocational training, infrastructure connectivity, tourism and people-to-people exchanges. They also emphasised youth exchanges and stronger ties between provinces along the Cambodia-Vietnam border.
During the meeting, the two prime ministers presided over the signing of six cooperation documents covering:
- Drug treatment and rehabilitation: Cooperation on the construction of the Svay Rieng National Centre for Drug Addiction Treatment and Rehabilitation.
- Education: A bilateral cooperation agreement covering the 2026–2030 period.
- Friendship monuments: Cooperation on preserving and promoting Cambodia-Vietnam friendship monuments in Cambodia.
- Security cooperation: A memorandum of understanding between Cambodia’s National Information Technology Centre and Vietnam’s Ministry of Public Security.
- Joint trade committee: Establishment of a joint trade committee between the two governments.
- Bilateral trade promotion: An arrangement to promote trade between Cambodia and Vietnam.
Cambodia reaffirms peaceful approach to Thai border dispute
Before the meeting concluded, Hun Manet briefed Le Minh Hung on recent developments in the Cambodia-Thailand border dispute.
He reaffirmed Cambodia’s commitment to resolving border issues peacefully, based on international law and in accordance with conventions, treaties and agreements between the countries concerned.
The talks underscored both governments’ stated commitment to deeper cooperation and closer bilateral relations as they prepare to mark six decades of diplomatic ties in 2027.
