BAKU, October 13, 2026 — Cambodian Prime Minister Hun Manet and Azerbaijani President Ilham Aliyev jointly presided over a ceremony to exchange three cooperation documents aimed at strengthening economic ties, diplomatic training and tax cooperation between the two countries.

The ceremony took place in Azerbaijan on the morning of Monday, October 12, according to a post published by Hun Manet on his official Facebook account.

The three documents establish frameworks for cooperation in trade and economic affairs, diplomatic education and the elimination of double taxation.

Three agreements cover key areas of cooperation

The first document is a memorandum of understanding on trade and economic cooperation between the governments of Cambodia and Azerbaijan. It provides a framework for the two countries to strengthen economic engagement and explore opportunities for bilateral trade cooperation.

The second memorandum establishes cooperation between Cambodia’s National Institute of Diplomacy and International Relations, under the Ministry of Foreign Affairs and International Cooperation, and Azerbaijan’s ADA University, which operates under the Azerbaijani Ministry of Foreign Affairs.

The arrangement is intended to strengthen institutional cooperation in diplomacy and international relations.

The third document is an agreement to eliminate double taxation with respect to taxes on income and prevent tax evasion and avoidance. Such agreements provide a framework for addressing overlapping tax obligations and supporting greater clarity for cross-border economic activities.

Cambodia seeks to deepen international partnerships

The exchange of the three documents marks a further step in Cambodia’s engagement with Azerbaijan across economic and institutional areas.

The agreements cover trade and economic cooperation, diplomatic training and taxation—areas that can support closer government-to-government relations and facilitate future exchanges between the two countries.

Hun Manet shared details of the ceremony on his official Facebook account following the meeting with President Aliyev in Azerbaijan.
