PHNOM PENH, April 7, 2026 — Cambodia’s acting head of state, Hun Sen, has congratulated To Lam on his election as president of Vietnam, praising the neighbouring country’s new leader and reaffirming Phnom Penh’s commitment to deeper bilateral cooperation.

In a letter dated April 7, Hun Sen said To Lam’s election by Vietnam’s National Assembly reflected his leadership and determination to advance the country’s development and prosperity.

Hun Sen said relations between Cambodia and Vietnam had been built on “solidarity, trust, mutual understanding, comprehensive cooperation and long-lasting stability,” and expressed confidence that bilateral ties would be strengthened further under To Lam’s leadership.

He also pledged to continue working closely with the Vietnamese president to deepen cooperation at both bilateral and multilateral levels for the benefit of both countries and for regional peace, stability and prosperity.

The message underscores the close ties between Cambodia and Vietnam, neighbouring countries with longstanding political, economic and security links.

To Lam’s election comes as Vietnam continues to navigate economic and diplomatic priorities in Southeast Asia, where regional cooperation remains a key focus for governments.
