AOT Verifies Cambodia’s Continued Implementation of Heavy Weapon Withdrawal in Kampong Speu Province
Kampong Speu, November 4, 2025 — The Ministry of National Defence of the Kingdom of Cambodia today facilitated a verification mission by the ASEAN Observer Team (AOT) to monitor and confirm the first phase of heavy and destructive weapon removal under the Kuala Lumpur Joint Declaration between Cambodia and Thailand.
At 11:03 a.m. on November 4, 2025, the Coordinating Task Force for the Observer Team of the Ministry of National Defence accompanied the AOT to inspect the relocated heavy and destructive weapons and equipment at a designated site in Kampong Speu Province. These assets had been withdrawn from Choam Kshant and Roveang Districts in Preah Vihear Province on November 1, 2025, at 6:45 p.m., in accordance with the phased removal plan jointly agreed upon by both Cambodia and Thailand.
This inspection reflects Cambodia’s steadfast commitment and genuine goodwill in upholding the spirit and letter of the Kuala Lumpur Joint Declaration, which was signed on October 26, 2025, by Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and the Prime Minister of the Kingdom of Thailand, under the witness of U.S. President Donald J. Trump and Malaysian Prime Minister H.E. Dato’ Seri Anwar Ibrahim.
Her Excellency Lieutenant General Maly Socheata, Spokeswoman of the Ministry of National Defence, affirmed that this verification marks another concrete step forward in ensuring the effective and transparent implementation of the peace commitments made in Kuala Lumpur. She emphasized that Cambodia remains deeply dedicated to fostering peace, stability, cooperation, and mutual trust through the full execution of the agreed measures.
“Cambodia strongly hopes that both sides will continue to implement the Joint Declaration with sincerity, goodwill, and transparency, thereby contributing to the promotion of lasting peace, stability, and development along the border, and paving the way for a swift return to normalcy,” the Spokeswoman stated.
