Phnom Penh, 13 November 2025 — The Coordinating Task Force for the Observer Team of the Ministry of National Defence of Cambodia this morning facilitated the visit of the ASEAN Observer Team (AOT) to the Cambodia–Japan–Mongkol Borey Hospital in Banteay Meanchey province, where Cambodian civilians injured in the unprovoked attack by Thai forces are receiving medical treatment.

The visit, conducted at 07:58 AM on 13 November 2025, aimed to allow the AOT to directly assess the condition of the victims and gather preliminary information regarding the tragic incident that occurred in Prey Chan village, Ou Bei Choan commune, Ou Chrov district, on 12 November 2025.

According to the report, Thai troops launched two rounds of gunfire against Cambodian civilians — the first at 3:50 PM, and the second at 5:54 PM — resulting in three people injured and one civilian killed.

This mission by the AOT underscores the importance of impartial monitoring and humanitarian accountability in maintaining peace and confidence-building between the two neighboring countries, in line with the Kuala Lumpur Joint Declaration signed on 26 October 2025.
