Banteay Meanchey, November 12, 2025 — The spokesperson of the Banteay Meanchey Provincial Administration issued a press statement condemning what was described as an “Inhumane and Brutal Act” by Thai soldiers who opened fire on Cambodian civilians inside Cambodian territory, resulting in one death and three injuries.

According to the statement, at approximately 3:50 P.M on November 12, 2025, Thai military forces opened fire using RPD machine guns at Cambodian civilians sheltering under a rubber tent in Prey Chan village, Ou Bey Choan commune, Ou Chrov district, Banteay Meanchey province, well within the sovereign territory of the Kingdom of Cambodia. The attack tragically killed one Cambodian civilian and left three others injured.

The provincial spokesperson strongly condemned the inhumane act, emphasizing that it constitutes a clear violation of the “Joint Declaration on the Peace Agreement between Cambodia and Thailand,” which was signed on 26 October 2025 by the Prime Ministers of both countries, under the witness of H.E. Donald J. Trump, President of the United States, and H.E. Anwar Ibrahim, Prime Minister of Malaysia and ASEAN Chair.

The statement reaffirmed Cambodia’s commitment to peace, stability, and respect for international law, while urging the Thai side to uphold the spirit and obligations of the Peace Agreement signed in Kuala Lumpur.
