Cambodia and Thailand to Begin Second Stage of Heavy Weapon Withdrawal on November 8
Phnom Penh, November 6, 2025 – The Kingdoms of Cambodia and Thailand will proceed with the second stage of the first phase of the removal of heavy and destructive weapons and equipment on November 8, 2025, in line with the bilateral action plan agreed upon by both military commands.
The implementation follows the Action Plan on the Phased Removal of Heavy and Destructive Weapons and Equipment, signed on October 31, 2025, between Lieutenant General Pov Heng, Commander of Cambodia’s Military Region 4, and Major General Virakyuth Raksing, Commander of Thailand’s 2nd Army Area.
Both sides had successfully completed the first stage of this operation on November 1, 2025, under the observation and verification of the ASEAN Observer Team (AOT), demonstrating their firm commitment to peace and de-escalation along the border.
According to the Cambodian Ministry of National Defence, the ongoing implementation reflects the spirit of cooperation, transparency, and goodwill between the two neighboring countries. Cambodia will continue to work closely with Thailand to ensure the plan’s effective and accurate execution in accordance with the mutually agreed timeline.
It should be recalled that during the Special Meeting of the Cambodia–Thailand Regional Border Committee (RBC) held on October 31, 2025, the Cambodian 4th Military Region and Thailand’s 2nd Army Area reached a joint agreement on a concrete plan for the phased removal of heavy and destructive weapons, under AOT supervision and verification.
The first phase of the removal plan consists of three stages, scheduled from November 1 to November 21, 2025, and aims to reduce military tensions and strengthen mutual trust between both sides.
This latest development once again underscores the shared commitment of Cambodia and Thailand to uphold the principles of peace, stability, and regional cooperation, as outlined in the Joint Declaration signed in Kuala Lumpur on October 26, 2025.
