Phnom Penh, 25 November 2025 — The Ministry of Foreign Affairs and International Cooperation (MFA-IC) today convened a high-level briefing with members of the Diplomatic Corps and representatives of International Organizations accredited to Cambodia, regarding the preliminary findings of the recent border shooting incident perpetrated by Thai armed forces.

The briefing was chaired by Her Excellency EAT Sophea, Permanent Secretary of State of the MFA-IC, who provided detailed information on the events that unfolded on 12 November 2025 in Prey Chan village, O’ Chrov district, Banteay Meanchey province—where Thai soldiers opened fire on Cambodian civilians, resulting in multiple casualties and one fatality.

Her Excellency underscored that on 13 November 2025, a prompt and professional investigation was carried out by the Cambodian National Police, with direct participation and observation by the ASEAN Observation Team (AOT). The AOT’s involvement ensured impartiality, transparency, and strict adherence to international verification standards.

During the presentation, the Permanent Secretary of State reaffirmed Cambodia’s unwavering commitment to peaceful dispute resolution, respect for international law, and the safeguarding of human life and national sovereignty. She expressed Cambodia’s profound concern over Thailand’s continued hostile actions, which dangerously threaten regional peace, stability, and the security of civilian populations.

Her Excellency called upon all partners to take careful note of the established facts and to support efforts aimed at ensuring accountability, preventing further escalation, and upholding the principles enshrined in the ASEAN Charter, the Kuala Lumpur Joint Declaration, and other relevant agreements.

Cambodia reiterated its readiness to cooperate through all bilateral and regional mechanisms to arrive at a just, durable, and peaceful resolution to the border issue.
