PHNOM PENH, March 4, 2026 — Cambodia is advancing a pro-business agenda aimed at reducing regulatory barriers and accelerating market access for investors, Prime Minister Hun Manet said on Wednesday as the country seeks to strengthen its role in regional supply chains.

Speaking at the ASEAN–Cambodia Business Summit 2026 in Phnom Penh, Hun Manet said the government is committed to reforms designed to enhance efficiency, reduce obstacles for businesses and speed up time-to-market for investors.

The prime minister highlighted strong investment momentum in Southeast Asia, noting that foreign direct investment into ASEAN rose 8.5% to $226 billion, reflecting deeper regional integration and improvements in physical and digital infrastructure.

Within this framework, Hun Manet said Cambodia is positioning itself as a strategic partner among ASEAN economies, supported by steady economic growth of 5.2% in 2025 and positive medium-term prospects.

He said Cambodia offers competitive advantages for investors, including 100% foreign ownership and a fully digitalized legal and administrative environment aimed at improving efficiency.

The government has also prioritized technology and workforce development as part of its Pentagonal Strategy, a long-term roadmap toward achieving the country’s Vision 2050 development goals. The strategy focuses on five pillars: human capital, transport infrastructure, water resources, energy and technology.

Hun Manet said Cambodia is implementing a major technical and vocational education and training (TVET) program targeting 1.5 million young people to strengthen skills needed for modern industries and the Fourth Industrial Revolution.

The government is also working with global industry partners, including companies such as Toyota, to ensure Cambodia’s workforce meets evolving industrial standards.

Cambodia joined ASEAN in 1999 and has since worked to reduce trade barriers and modernize customs and logistics systems to improve regional economic integration.

Hun Manet said the government will continue implementing policies to enhance competitiveness, diversify the economy and strengthen resilience amid global economic uncertainty.
