PHNOM PENH, March 12, 2026 — Cambodia paid $678.3 million in public debt service in 2025, a 21% increase from 2024, according to a debt bulletin released by the Ministry of Economy and Finance.

The payments included over $540 million in principal repayments and more than $130 million in interest and related charges, the ministry said.

Of the total, about $632.56 million was for external public debt, including $500.24 million in principal and $132.32 million in interest and fees, while domestic public debt payments totaled about $45.75 million.

In the fourth quarter of 2025 alone, the government paid $115.25 million in debt service.

The report also said Cambodia signed new concessional loan agreements worth $1.23 billion in 2025, equivalent to 45% of the legal borrowing ceiling of SDR 2 billion, with 33% from bilateral partners and 67% from multilateral institutions. The figure represents a 31% decline compared with 2024.

Meanwhile, the government disbursed about $1.04 billion in loans during the year, with 44% from bilateral lenders and 56% from multilateral sources. About 79% of the funds were used for infrastructure projects, while 21% supported other priority sectors.

As of the end of 2025, Cambodia’s total public debt stock stood at $13.05 billion, with 98% owed to external creditors and 2% in domestic debt, according to the ministry.

The debt portfolio is denominated mainly in U.S. dollars (47%), followed by Special Drawing Rights (17%), Japanese yen (10%), Chinese yuan (10%), euros (9%), and other currencies including the Cambodian riel (7%).
