Phnom Penh, 15 December 2025 — The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia has issued a strong condemnation of Thailand’s armed aggression against Cambodia, denouncing in the strongest terms the use of F-16 fighter jets to conduct airstrikes on multiple locations along the Cambodia–Thailand border.

The Ministry stated that these actions constitute a serious violation of Cambodia’s sovereignty and territorial integrity, in breach of the United Nations Charter, the ASEAN Charter, and the fundamental principles and spirit of the ASEAN Community. The deployment of F-16 combat aircraft within Cambodian territory was described as a manifestly disproportionate and unjustified use of force.

According to the statement, Thai military operations reportedly penetrated approximately 80–90 kilometers into Cambodian territory, resulting in the loss of civilian lives, the displacement of more than 400,000 people, and widespread destruction. The attacks have damaged and destroyed UNESCO World Heritage sites, including the Preah Vihear Temple, as well as other culturally and religiously significant temples. Civilian homes, schools, hospitals, pagodas, hotels, casinos, administrative offices, the Chey Chumneas Bridge, and other essential civilian infrastructure were also affected.

The Ministry emphasized that these acts amount to grave violations of international humanitarian law and of international obligations to protect civilians and cultural property.

The Ministry of Foreign Affairs and International Cooperation calls on the Thai military to immediately cease all aerial bombardment and any military operations that endanger civilians, urging full respect for international law and the prioritization of the protection of civilian populations and civilian objects.

The Royal Government of Cambodia reaffirmed its consistent and unwavering commitment to implementing the Ceasefire of 28 July 2025 and the Kuala Lumpur Joint Declaration of 26 October 2025, and demands that Thailand cease the use of force, abandon attempts to impose boundaries through military means, and return to peaceful dispute resolution, guided by the principles of good neighborliness and international law.
