PHNOM PENH, March 30, 2026 — Cambodia has taken a major step in its nationwide fight against cybercrime, adopting a tough new law targeting online scam networks with severe penalties, including long prison terms and life sentences for ringleaders.

According to the new legislation, masterminds of online scam operations could face 15 to 30 years in prison or life imprisonment in cases involving deaths, while organisers and participants face significant jail terms and heavy fines.

The move underscores Cambodia’s intensified campaign to dismantle transnational scam syndicates, which authorities say threaten public security and exploit vulnerable victims across the region.

The law comes amid an unprecedented nationwide crackdown that has already seen nearly 200 scam centres shut down, hundreds of suspects arrested and thousands of foreign nationals deported.

Officials say the government has set a clear target to eliminate online scam operations by April 2026, reflecting a strong commitment to restoring public order and strengthening Cambodia’s international reputation.

The legislation also addresses serious crimes linked to scam networks, including human trafficking, forced labour and violence, with harsher penalties for aggravated offences.

Analysts say the combination of legal reforms and aggressive enforcement signals a decisive shift in Cambodia’s approach, moving from fragmented action to a coordinated national strategy backed by international cooperation.

The crackdown is part of broader efforts by the Cambodian government to combat organised crime, protect victims and ensure long-term stability in the country’s digital and economic environment.
