PHNOM PENH, May 4, 2026 — Cambodia will rely on international law, including mechanisms under the United Nations Convention on the Law of the Sea (UNCLOS), if Thailand unilaterally withdraws from the 2001 memorandum of understanding on overlapping maritime claims, a senior foreign ministry official said.

Kong Phok, Secretary of State at the Ministry of Foreign Affairs and International Cooperation, said Cambodia has no alternative but to turn to international legal frameworks, particularly compulsory dispute settlement mechanisms under UNCLOS, should the bilateral agreement be scrapped.

Speaking in an interview broadcast on national television on Monday, he said Cambodia’s position reflects its commitment to resolving disputes peacefully and in accordance with international law.

“The decision demonstrates Cambodia’s sincere hope that both countries can reach a fair, lasting solution consistent with international law, allowing our peoples to live together in peace, stability and prosperity,” Kong Phok said.

The 2001 MoU between Cambodia and Thailand provides a framework for managing overlapping maritime claims in the Gulf of Thailand, including potential joint development of resources.

Officials in Phnom Penh have expressed concern that any unilateral withdrawal by Thailand could undermine existing cooperation mechanisms and increase tensions, prompting a shift toward formal legal processes at the international level.

Cambodia has consistently emphasised adherence to international treaties and peaceful dispute resolution, aligning with broader regional principles under ASEAN and the United Nations.

No immediate response was issued by Thai authorities regarding the remarks.
