Cambodia Vows ‘Maximum Penalties’ for Online Scam Networks Chhay Sinarith

PHNOM PENH, Feb 19, 2026 — Cambodia is drafting a new law to combat online fraud and technology-based crimes, while seeking stronger international cooperation to tackle cross-border criminal networks, senior officials said.

During a meeting with foreign diplomats, a senior minister called on partner countries to continue supporting Cambodia in strengthening law enforcement capacity, including training, technical equipment and forensic cooperation to improve the effectiveness of investigations into transnational crime.

The government is preparing a draft law on combating technology-based fraud that would introduce strict penalties and preventive measures aimed at ensuring a safer digital environment, the head of the secretariat of the national anti-online scam committee said.

The draft legislation is currently under inter-ministerial review before proceeding through formal legislative procedures for approval, officials said.

Cambodian Prime Minister Hun Manet has previously stated that Cambodia “is not a haven for cybercriminals” engaged in scams or transnational offenses, warning that individuals or entities behind such activities would face the “maximum penalties” without leniency or interference.

Authorities said ongoing measures are intended to address the root causes of online fraud and prevent such crimes from recurring both in Cambodia and across the region.

Cambodia has faced international scrutiny in recent years over scam operations targeting victims abroad, and officials have pledged continued enforcement efforts to dismantle criminal networks.
