Cambodian and Thai Military Commands Hold Special RBC Joint Secretariat Meeting at O’Smach Border
Oddar Meanchey Province, October 31, 2025 (AKP) — The Royal Cambodian Armed Forces’ Military Region 4 and the Royal Thai Army’s 2nd Army Area convened a Special Joint Secretariat Meeting of the Cambodia–Thailand Regional Border Committee (RBC) this morning at the O’Smach international border checkpoint, Oddar Meanchey Province. The meeting was held in preparation for the Special RBC Meeting scheduled later in the afternoon.
The Cambodian delegation was led by Brigadier General Nit Narong, Deputy Chief of Staff of Military Region 4, while the Thai side was headed by Brigadier General Kamphaknak Vapansoo, Chief of Staff of the 2nd Army Area. The meeting was also attended by the ASEAN Observer Teams (AOT) stationed in both countries, who are tasked with monitoring, verifying, and ensuring full compliance with the ceasefire implementation.
The discussions focused on developing a practical and coordinated plan for the gradual and phased removal of heavy weapons from both sides of the border. This process will be carried out under AOT supervision and verification, reflecting the joint commitment of both parties to reduce military tensions and promote stability in the border areas.
This important meeting reaffirmed the determination of both Cambodia and Thailand to faithfully implement the provisions of the Kuala Lumpur Joint Declaration, signed by the Prime Ministers of both countries on October 26, 2025, as well as the outcomes of the Second Special General Border Committee (GBC) Meeting held in Malaysia on October 23, 2025.
In a gesture of goodwill and trust-building, both sides had already begun implementing the first phase of partial heavy weapon removal by withdrawing two armored vehicles each to their original positions at 9:00 p.m. on October 26, 2025—just hours after the signing of the Joint Declaration.
The Special RBC Joint Secretariat Meeting between the Cambodian and Thai military commands concluded with positive and constructive outcomes, marking another significant step toward the peaceful de-escalation of border tensions and the strengthening of bilateral military cooperation under the ASEAN framework.
