Cambodia’s MFAIC Strongly Condemns Thai Forces’ Shooting of Civilians, Calls for ASEAN-Observed Investigation

Phnom Penh, 12 November 2025 — The Royal Government of Cambodia has issued a strong condemnation following an unprovoked shooting by Thai military forces against Cambodian civilians in Prey Chan village, Banteay Meanchey province, in the late afternoon of 12 November 2025, which tragically resulted in one death and three injuries.
In an official statement, the Ministry of Foreign Affairs and International Cooperation (MFAIC) described the incident as a serious violation of Cambodia’s sovereignty and territorial integrity, as well as a grave breach of international humanitarian law and the fundamental principles of the United Nations Charter, the ASEAN Charter, and the Treaty of Amity and Cooperation in Southeast Asia (TAC).
The Royal Government of Cambodia has lodged a formal protest through the Royal Thai Embassy in Phnom Penh and announced that it will undertake appropriate follow-up measures, including an on-site investigation into this tragic incident, with the participation of the ASEAN Observer Team. Cambodia also welcomed support and participation from all interested international partners in this investigation.
Reaffirming its commitment to peace and stability, Cambodia stressed that since the ceasefire agreement took effect on 28 July 2025, the Kingdom has exercised utmost restraint and avoided retaliation, despite repeated provocations, including the latest shooting, in order to preserve the fragile truce.
The Royal Government of Cambodia urged Thailand to immediately cease the use of force and to return to its declared commitment to mutual respect, peace, and the peaceful settlement of disputes in accordance with international law, as reaffirmed in the Joint Declaration signed between both Prime Ministers in Kuala Lumpur on 26 October 2025.
