Camodia and China reaffirm All-Weather Partnership, secure Chinese support for Cambodia’s development and border peace

Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, held a bilateral meeting on August 30, 2025 with His Excellency Xi Jinping, President of the People’s Republic of China, on the sidelines of the Shanghai Cooperation Organization (SCO) Plus Summit, scheduled for August 31 to September 1, 2025.
During the meeting, the two leaders reaffirmed the ironclad friendship between Cambodia and China and engaged in a comprehensive exchange on further strengthening cooperation across priority areas for the mutual benefit of both countries. They recalled President Xi Jinping’s historic state visit to Cambodia in April 2025 and reiterated their shared commitment to implementing the important consensus reached during that visit, particularly the vision of building an All-Weather Cambodia–China Community with a Shared Future in the New Era.
President Xi Jinping underscored China’s unwavering support for Cambodia’s development, modernization, and regional integration. He emphasized the importance of advancing key bilateral initiatives, including the Diamond Hexagon Cooperation Framework, the “Fish and Rice Corridor”, and the Industrial and Technological Corridor.
For his part, Prime Minister Hun Manet expressed heartfelt appreciation for China’s longstanding contributions to Cambodia’s socio-economic growth. He stressed the importance of expanding bilateral trade and investment, strengthening supply chains through the Cambodia–China Free Trade Agreement, and accelerating major infrastructure projects. In particular, he highlighted the significance of China’s continued support for the Funan Techo Canal and Integrated Water Management Project, which he described as critical to national development. President Xi encouraged both sides to ensure close coordination for the timely implementation of matured projects, so as to deliver tangible benefits to their peoples.
The two leaders also exchanged views on defense and security cooperation, agreeing to intensify collaboration in capacity building, and in combating cybercrimes, online scams, and other transnational crimes.
On regional issues, President Xi Jinping reiterated China’s support for the Cambodia–Thailand ceasefire agreement, the ASEAN observation mechanism led by Malaysia, and the early establishment of the ASEAN Observer Team (AOT). He further announced that China will provide humanitarian assistance to Cambodia to support post-conflict reconstruction and livelihood recovery in border communities affected by recent clashes.
Prime Minister Hun Manet expressed profound gratitude to China for its constructive and instrumental role in promoting dialogue between Cambodia and Thailand and in supporting peaceful resolution of the border situation. He underscored that China’s strong backing for the ceasefire and ASEAN-led monitoring mechanism is indispensable for restoring peace, stability, and normalcy along the border. He also thanked President Xi for China’s timely humanitarian assistance, which he said would greatly contribute to rebuilding communities and easing hardships in affected areas.
The meeting concluded with both leaders reaffirming their determination to elevate Cambodia–China relations to new heights. They pledged to continue working closely to ensure that the partnership delivers concrete results for their peoples while contributing to peace, stability, and development in the region and beyond.
