CHRC Strongly Condemns Continued Thai Military Aggression and Grave Human Rights Violations H.E. Keo Remy, President of the Cambodian Human Rights Committee (CHRC)

Phnom Penh, 8 December 2025 — The Cambodian Human Rights Committee (CHRC) has issued a strong and urgent public statement expressing profound concern and unequivocal condemnation of what it described as inhumane, brutal, unlawful, and criminal acts committed by Thai military forces against both the territorial integrity of Cambodia and its innocent civilian population along the Cambodia–Thailand border on 7–8 December 2025.

According to the statement, and citing major international media outlets including CNN, BBC, Al Jazeera, Reuters, and The Guardian, Thai military forces allegedly carried out repeated and heavy attacks against Cambodian military positions and civilian communities. These attacks reportedly resulted in numerous civilian deaths and serious injuries.

The Committee reported that the use of heavy weaponry, F-16 fighter jets, and the deployment of toxic smoke constitute serious and clear violations of the Charter of the United Nations, the ASEAN Charter, international human rights law, international humanitarian law, and multiple international treaties. These actions were also described as a direct breach of the Ceasefire Agreement and the Joint Peace Declaration between Cambodia and Thailand, which was recently signed in Kuala Lumpur in the presence of U.S. President Donald J. Trump and Malaysian Prime Minister Anwar Ibrahim, in his capacity as ASEAN Chair.

The statement emphasized that these actions demonstrate a deliberate destruction of peace, serious violations of human rights, and a rejection of the core ASEAN values of “One Vision, One Identity, One Community.”

The Cambodian Human Rights Committee called upon the international and regional community to strongly condemn Thailand’s actions and to exert diplomatic pressure on Thailand to immediately cease all unlawful activities and to assume full responsibility under international law for the consequences of its military aggression.

The Committee further stressed that human rights must be respected at all times, regardless of crisis, war, or conflict, in accordance with international human rights and humanitarian law. It reaffirmed that the territorial integrity of Cambodia and the lives of all Cambodian citizens are sacred and must be protected under international legal frameworks.

Cambodia reaffirmed its unwavering position and strong commitment to fully respect and implement the ceasefire, the Cambodia–Thailand peace agreements, and all previously concluded bilateral agreements. The country reiterated its firm adherence to peaceful resolution of disputes in accordance with international law and existing treaties, while rejecting all forms of threats and use of force.

Finally, the Cambodian Human Rights Committee confirmed that it will continue to monitor, document, and report all alleged human rights violations and will stand in solidarity with all Cambodian citizens affected by what it described as military crimes committed by Thai forces.
