Civilian Death Toll from Thai Armed Aggression Rises to 12; 74 Injured, More Than 400,000 Displaced
Phnom Penh, 15 December 2025 — H.E. Neth Pheaktra, Minister of Information of the Kingdom of Cambodia, announced via social media on the morning of 15 December 2025 that the number of civilian casualties resulting from Thailand’s armed aggression against Cambodia has continued to rise, with 12 civilians killed, 74 injured, and more than 400,000 people displaced.
According to the statement, the Thai military has employed a wide range of heavy weapons, including fighter jets and cluster munitions, in attacks that constitute violations of Cambodia’s sovereignty and territorial integrity. Over the past nine days of armed aggression, Thai forces have repeatedly targeted civilian populations and civilian infrastructure, including private homes, villages, bridges, roads, schools, hospitals, pagodas, Preah Vihear Temple, and Ta Krabey Temple.
As of the evening of 14 December 2025, the number of civilians displaced by the Thai military’s armed operations had reached 120,814 families, equivalent to 403,601 individuals, including 208,266 women and 97,209 children.
The statement stressed that Thailand bears full responsibility for its acts of aggression on Cambodian territory and for deliberately targeting civilians. Such actions constitute serious violations of international law and fundamental human rights, and have resulted in grave humanitarian consequences for the Cambodian population.
