Phnom Penh, 8 January 2026 — The Council for the Development of Cambodia (CDC) has announced that a new large-scale Special Economic Zone (SEZ) developed by Cambodia-Shanghai Special Economic Zone Co., Ltd. will soon take shape in Phnom Sruoch District, Kampong Speu Province, covering an area of approximately 455 hectares.

According to information published on the CDC’s official social media platforms on 7 January 2026, the proposal to establish the SEZ was formally submitted on 6 January 2026. The project was reviewed during the first “One-Stop Service” meeting of 2026 convened by the Cambodian Investment Board (CIB) under the chairmanship of H.E. Chea Vuthy, Secretary General of the Cambodian Investment Board.

The Council for the Development of Cambodia noted that, as of the first half of 2025, a total of 57 SEZs have been approved nationwide, of which 32 are currently operational. Among these, 27 SEZs have established formal SEZ administrations, while additional civil servants are being recruited to support their operations.

The CDC further highlighted that exports originating from SEZs accounted for approximately 23 to 25 percent of Cambodia’s total exports to global markets during the period from 2022 to 2024, underscoring the strategic importance of SEZs as key drivers of industrial growth, foreign investment, and export competitiveness.
