PM Hun Manet Engages Malaysia and the United States to Pursue Ceasefire and Transparent Verification of Border Incident

Phnom Penh, 13 December 2025 — Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, has held high-level telephone conversations with His Excellency Dato’ Seri Anwar Ibrahim, Prime Minister of Malaysia, and His Excellency Donald J. Trump, President of the United States of America, to explore concrete measures aimed at restoring a ceasefire and resuming the full implementation of the Kuala Lumpur Joint Declaration between Cambodia and Thailand.

The discussions took place on Thursday, 11 December 2025, with Prime Minister Anwar Ibrahim, and again on the evening of 12 December 2025 with President Trump, reflecting Cambodia’s proactive diplomatic engagement with key international partners to de-escalate tensions and preserve regional peace and stability.

Samdech Thipadei expressed his sincere appreciation to both leaders for their continued efforts and constructive roles in promoting a durable and peaceful resolution between Cambodia and Thailand. He reaffirmed that Cambodia remains firmly committed to resolving disputes through peaceful means, strictly in accordance with the principles and obligations set forth in the Kuala Lumpur Joint Declaration.

With regard to the shooting incident that occurred on the afternoon of 7 December 2025, which marked the beginning of the latest escalation, Samdech Thipadei proposed a transparent and objective verification mechanism. He suggested that the relevant military or governmental agencies of the United States and Malaysia utilize their advanced information-gathering capabilities, including satellite imagery recorded during the incident and the subsequent 24-hour period, to determine clearly which side initiated the firing.

The Prime Minister emphasized that such an approach would constitute the most straightforward, credible, and impartial means of establishing the facts on the ground, thereby preventing misinformation and ensuring accountability.

Samdech Thipadei reaffirmed Cambodia’s full readiness to cooperate in any manner necessary to facilitate this verification process, underscoring Cambodia’s confidence in transparency and its unwavering dedication to peace, dialogue, and respect for international commitments.
