Phnom Penh, 23 October 2025 — The Special Meeting of the Cambodia–Thailand Joint Boundary Commission (JBC) was successfully convened in Chanthaburi Province, the Kingdom of Thailand, from 21 to 22 October 2025.

The Joint Press Statement was officially signed by H.E. Lam Chea, Minister Attached to the Prime Minister, Secretary of State of the State Secretariat of Border Affairs, and Chair of the Cambodian side of the JBC, and H.E. Prasas Prasasvinitchai, Adviser to the Ministry of Foreign Affairs of the Kingdom of Thailand and Chair of the Thai side of the JBC.

The full content of the Joint Press Statement is as follows:

  1. The Special Meeting of the Cambodia–Thailand Joint Boundary Commission (JBC) was held in Chanthaburi Province, Thailand, on 21–22 October 2025. The Cambodian delegation was led by H.E. Lam Chea, Minister Attached to the Prime Minister and Co-Chair of the Cambodia–Thailand JBC, while the Thai delegation was headed by H.E. Prasas Prasasvinitchai, Adviser to the Ministry of Foreign Affairs and Co-Chair of the Thailand–Cambodia JBC.
  2. The meeting was conducted in an atmosphere of friendship and cordiality.
  3. Both sides agreed to assign the Joint Technical Sub-Commission (JTSC) of Cambodia and Thailand to reconstruct 15 boundary markers based on the original French-era designs at locations mutually agreed upon by the two sides.
  4. Both sides also agreed to reconstruct three submerged boundary markers at sites to be jointly determined.
  5. The two sides agreed to expedite the revision of the 2003 Terms of Reference (TOR) regarding the production of orthophoto maps (Point 4, Step 2 of the 2003 TOR) by applying modern technology, such as LiDAR (Light Detection and Ranging), to accelerate the boundary surveying and demarcation process.
  6. Regarding the survey and demarcation of the land boundary between Boundary Markers No. 42–47, covering the Chork Chey–Nong Chan and Prey Chan–Nong Yakkeo areas:
    1. Both sides agreed to finalize the draft Technical Instructions (TI) for joint survey and temporary demarcation along the priority boundary segment between Markers No. 42–47.
    2. Upon completion of the joint survey and temporary marking, and after obtaining the approval of their respective governments, both sides will consult their governments to consider establishing an appropriate mechanism to address land occupation and usage in the concerned areas.
    3. The temporary boundary markers will be placed solely for survey purposes, without prejudice to the international boundary line between the Kingdom of Cambodia and the Kingdom of Thailand.
    4. Both sides agreed to coordinate with local authorities, including military forces and civilians, to ensure safety and non-interference with the joint survey teams, and to avoid any provocative actions that could lead to tension in the area. They also committed to ensuring mine clearance safety, in accordance with Article 3 of the 2000 Memorandum of Understanding (MOU).
  7. Both sides agreed that the next JBC Meeting will be held in the first week of January 2026 in Siem Reap Province, the Kingdom of Cambodia.

The meeting reaffirmed the shared commitment of Cambodia and Thailand to continue resolving boundary-related matters through peaceful dialogue, technical cooperation, and mutual understanding, in the spirit of neighborly relations and international law.
