Phnom Penh, 18 December 2025 — The Cambodian Human Rights Committee (CHRC) has issued a press statement informing national and international media, as well as the public, that on 18 December 2025, the United Nations High Commissioner for Human Rights, H.E. Volker Türk, expressed grave concern over the escalating conflict between Cambodia and Thailand and its severe impact on civilian populations.

According to the CHRC, the UN High Commissioner raised alarm after receiving reports of the widening hostilities, including attacks involving F-16 fighter aircraft, drones, and heavy weapons used in and around civilian-populated areas. These areas reportedly include multiple villages and sites of cultural heritage, with the violence resulting in civilian casualties and loss of life.

H.E. Volker Türk underscored that, under international humanitarian law, the protection of civilians and civilian infrastructure is of paramount importance. He called for the urgent evacuation of civilians of all nationalities who are trapped in buildings and casino zones that have come under attack.

The UN High Commissioner further stressed that all military operations must strictly adhere to the fundamental principles of international humanitarian law, including distinction, military necessity, proportionality, and the obligation to take constant and heightened precautions to safeguard civilian lives.

In his statement, H.E. Volker Türk urged both parties to immediately cease all attacks and to return to dialogue in accordance with the Kuala Lumpur Peace Agreement. He also reaffirmed that his office stands ready to support confidence-building efforts and to help ensure that the protection of civilian life and well-being remains the highest priority.

The Cambodian Human Rights Committee highlighted the statement as a significant international appeal for restraint, dialogue, and strict compliance with international humanitarian and human rights law amid the ongoing Cambodia–Thailand conflict.
