Prum (Pailin Province), Cambodia / Ban Pak Kard (Chanthaburi Province), Thailand — 27 December 2025 — Cambodia and Thailand have formally agreed to an immediate ceasefire for a minimum duration of three days, effective from 12:00 noon (GMT+7) on 27 December 2025, following the Third Special Meeting of the General Border Committee (GBC) held at the Prum–Ban Pak Kard International Point of Entry.

The meeting was co-chaired by H.E. General TEA Seiha, Deputy Prime Minister and Minister of National Defence of the Kingdom of Cambodia, and H.E. General Nattaphon Narkphanit, Minister of Defence of the Kingdom of Thailand, with the ASEAN Observer Team (AOT) present as an observer to support implementation and verification.

In a joint statement issued after the meeting, both sides reaffirmed their commitment to the peaceful settlement of disputes, strict adherence to international law, and respect for sovereignty and territorial integrity, in line with the United Nations Charter, the ASEAN Charter, and the Treaty of Amity and Cooperation in Southeast Asia.

Under the agreed de-escalation measures, both countries committed to:

  • An immediate and unconditional ceasefire involving all types of weapons, with zero tolerance for violations;
  • A freeze on troop movements and deployments along the entire border;
  • Full protection of civilians and civilian infrastructure, and a prohibition on any attacks against civilian populations;
  • The safe, dignified, and unimpeded return of displaced civilians to their homes;
  • The non-expansion of military forces and the avoidance of any provocative actions;
  • Cooperation on humanitarian demining, in line with obligations under the Ottawa Convention;

Both sides further agreed to resume border survey and demarcation work through the Joint Boundary Commission, prioritizing areas where civilians reside, and to maintain continuous military-to-military communication to prevent miscalculation.

In the spirit of the Kuala Lumpur Joint Declaration of 26 October 2025, Thailand also agreed that 18 Cambodian soldiers will be returned to Cambodia after the ceasefire has been fully maintained for 72 hours.

The implementation and verification of the ceasefire will be conducted under the observation of the ASEAN Observer Team, with border coordination units and joint mechanisms activated to ensure compliance, transparency, and accountability.

The Joint Statement was signed at 10:15 a.m. on 27 December 2025, marking a significant step toward de-escalation, humanitarian relief, and the restoration of peace and stability along the Cambodia–Thailand border.
