Cambodia Seeks More Jobs in Japan for Skilled Workers
PHNOM PENH, April 1, 2026 — Cambodia and Japan are stepping up cooperation to expand overseas job opportunities for Cambodian workers, with a focus on skills development and labor mobility to meet growing demand in Japan.
Labor Minister Heng Sour met with Takahashi Fumiaki and representatives of the Japan-Cambodia Association (JCA) to discuss strengthening collaboration in workforce development and facilitating the deployment of Cambodian workers to Japan.
The talks centered on aligning Cambodia’s human resource development with labor market needs, while promoting Japanese investment and expanding training opportunities, particularly through technical and vocational education and training (TVET).
Heng Sour highlighted Cambodia’s growing pool of young and skilled workers, emphasizing the government’s priority to increase the number of Cambodian workers employed in Japan through internship and employment programs.
He also encouraged JCA to explore more effective approaches to Japanese language training, especially in technical terminology, which has been a key barrier for Cambodian workers seeking employment in Japan.
Both sides underscored the importance of developing high-quality human capital to support economic growth in both countries, noting that Japan is facing a shortage of young labor.
The minister also pointed to expanding cooperation with international partners, including Japanese companies such as Toyota, as part of broader efforts to strengthen skills training and create more employment pathways.
Takahashi welcomed deeper collaboration with the ministry, expressing interest in expanding programs that send Cambodian workers to Japan, while thanking the Cambodian government for its continued support over the past three years.
The meeting reflects Cambodia’s broader strategy to boost employment opportunities, enhance workforce competitiveness and strengthen economic ties with Japan.
