AOT Visits Cambodian Health Centre Allegedly Damaged by Thai Attacks
PREAH VIHEAR, 11 Aug 2026 —Cambodia said an ASEAN Observer Team on Tuesday inspected a public health facility in Preah Vihear province that the Cambodian Defence Ministry says was severely damaged in attacks by Thai military forces during the December 2025 conflict.
The ASEAN Observer Team in Cambodia (AOT-KH), led by its Head of Mission from the Philippines, visited Techo Morakoth Health Centre in Techo Morakoth Village, Morakoth Commune, Choam Ksan District, at about 9:30am on August 11, 2026, according to an unofficial translation of a Cambodian Ministry of National Defence statement.
The Cambodian Liaison Group coordinated the field visit as part of the observer team’s mandate to observe, verify and report on the situation.
The Cambodian Defence Ministry stressed that the site was not a military facility, but a public health centre serving local residents.
According to the statement, the health centre was attacked by Thai military forces in December 2025, allegedly involving F-16 fighter jets, 155mm artillery shells, cluster munitions and multiple drone strikes.
Cambodia said the attacks caused severe destruction and extensive damage to the health centre and surrounding infrastructure.
The allegations were presented by the Cambodian Defence Ministry and were not independently verified in the statement.
The Cambodian government and Ministry of National Defence reaffirmed their commitment to fully implement the Joint Statement of the Third Special Meeting of the Cambodia-Thailand General Border Committee (GBC) of December 27, 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand of October 26, 2025, and other relevant agreements.
Cambodia said the commitments are aimed at supporting rapid recovery, restoring normalcy and securing long-term peace and stability.
The latest AOT-KH inspection is part of Cambodia’s continuing efforts to provide the ASEAN monitoring mechanism with direct access to locations affected by the border conflict.
