Phnom Penh, 14 November 2025 — The Ministry of National Defence announced today that the ASEAN Observer Team (AOT) has officially inspected the victims of the Thai military’s unprovoked shooting in Prey Chan village, confirming both the injuries and the fatality caused by the incident.

According to H.E. Lieutenant General Maly Socheata, Spokeswoman of the Ministry, the AOT—accompanied by Cambodia’s Coordinating Task Force—arrived at the Cambodia–Japan Friendship Mongkol Borey Hospital at 08:30 AM on 13 November 2025 to assess the condition of the three Cambodian civilians wounded by Thai forces. The observers later witnessed the autopsy conducted by Cambodian specialized authorities on Mr. Dy Nai (known as Sal), 36, who died from gunfire during the attack.

The AOT’s presence was intended to observe, verify, and document the injuries and the fatal impacts resulting from what Cambodian authorities describe as the indiscriminate and unprovoked opening of fire by Thai soldiers on Cambodian civilians in Prey Chan village, Ou Bei Choan commune, Ou Chrov district, Banteay Meanchey province, on 12 November 2025.

It is recalled that the Thai military’s two rounds of shooting resulted in three civilian injuries and the tragic loss of one Cambodian life.

The Ministry of National Defence urged Thailand to immediately halt all hostile actions that endanger regional peace and stability, and called on Bangkok to honour the Ceasefire Agreement, the Joint Declaration, and all obligations under international law, with sincerity and good faith.

Cambodia also called for an independent investigation, with the participation of qualified international parties, to establish the truth, identify those responsible, and ensure that justice is delivered for the innocent Cambodian civilians affected by the Thai military’s actions.

Reaffirming its long-standing principle, Cambodia stated that it will continue to resolve disputes strictly through peaceful means, in full respect of international law, treaties, conventions, and existing agreements—to ensure a resolution that is just, fair, durable, and rooted in the rule of law.
