PHNOM PENH, May 11, 2026 — Cambodia and Azerbaijan agreed on Monday to strengthen bilateral relations and expand cooperation across a range of sectors including trade, energy, tourism and agriculture, according to statements released after talks in Phnom Penh.

Cambodian Prime Minister Hun Manet met with Elchin Amirbayov, special representative of the Azerbaijani president, at the Peace Palace.

During the meeting, Amirbayov said Azerbaijan regarded Cambodia as an important bilateral partner and praised the progress in relations between the two countries, particularly growing engagement between legislative and executive institutions.

He said Azerbaijan was seeking new opportunities to deepen cooperation in multiple sectors, including economic and trade relations, while also promoting stronger links between private sectors in both countries.

Amirbayov also delivered an invitation from Azerbaijani President Ilham Aliyev inviting Hun Manet to attend the 2026 summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), which will be hosted in Azerbaijan later this year.

Hun Manet welcomed the continued progress in bilateral ties and said the growing friendship between Cambodia and Azerbaijan created important opportunities to deepen cooperation and generate mutual benefits for both countries.

The Cambodian leader said Phnom Penh was pursuing broader international partnerships as part of efforts to diversify cooperation globally.

Both sides discussed expanding collaboration in politics, economics, trade, energy, tourism, culture, education and agriculture, while also exploring ways to strengthen business-to-business engagement through trade forums and investment meetings.

Officials said the discussions aimed to increase investment opportunities and boost trade volume between the two countries in the coming years.
