Cambodia and Laos Launch Joint Study on Cross-Border Power Grid Link
PHNOM PENH, May 25, 2026 — Cambodia and Laos have signed a joint study framework to explore the feasibility of connecting electricity transmission networks between the two countries, in a move aimed at strengthening regional energy trade and improving long-term energy security.
The agreement was signed on Sunday between Electricité du Cambodge (EDC), Electricité du Laos (EDL) and the ASEAN Centre for Energy (ACE) during a ceremony attended by ASEAN Senior Officials on Energy representative Victor Jona, officials from Cambodia’s Ministry of Mines and Energy, Lao government representatives and the World Bank.
According to officials, the study is being financed by the World Bank, while ACE will serve as the coordinating secretariat.
The joint feasibility study will assess the potential for cross-border electricity transmission links and support the initial phase of bilateral electricity trading between Cambodia and Laos.
Authorities said the project is also expected to pave the way for broader regional energy trade cooperation under ASEAN energy connectivity initiatives.
The study will include plans for modernising transmission network management systems and improving operational efficiency, which officials described as essential components for future regional grid integration.
Cambodian and Lao authorities said the initiative would help promote the development of green energy projects in both countries, strengthen energy security and reduce dependence on imported fossil fuels used for electricity generation.
Officials also expressed hope that the project would encourage greater cooperation with regional and international development partners in expanding sustainable energy infrastructure across Southeast Asia.
