Cambodia, China Sign MoU on Transport Expertise and Technology Exchange
BEIJING, Sept. 22, 2026 — Cambodia and China have signed a memorandum of understanding (MoU) to strengthen cooperation in transport-sector capacity building, including the exchange of expertise, knowledge and new technologies.
The agreement was signed on Sept. 21 in Beijing during a bilateral meeting between Peng Ponea, Cambodia’s Minister of Public Works and Transport, and LIU Wei, China’s Minister of Transport, on the sidelines of the Global Sustainable Transport Forum 2026.
The meeting was attended by senior officials from both ministries.
Under the MoU, the two sides will seek to further strengthen cooperation in capacity building and the exchange of experience, knowledge and new technologies related to transportation, logistics and public-works construction laboratory activities, according to Cambodia’s Ministry of Public Works and Transport.
The agreement comes as Cambodia participates in the Global Sustainable Transport Forum 2026 in Beijing, which focuses on sustainable transport and improving the movement of passengers and goods. The forum brings together ministers and deputy ministers from 28 countries, along with representatives of international organisations and the private sector.
During the forum, Peng also highlighted sustainable transport as an important development priority for Cambodia. He said the country is developing roads, expressways, railways, ports, airports, waterways, logistics centres and urban transport systems to improve connectivity, reduce logistics costs, facilitate trade and strengthen road safety.
The Cambodian minister also stressed the role of technology and innovation in transforming the transport sector, including digital public services and smart transport systems.
The Global Sustainable Transport Forum 2026 is being held under the theme “Sustainable Transport: Making Passenger Transport More Convenient and Freight Flows Smoother.” The forum aims to promote global connectivity and support the UN Sustainable Development Goals and the UN Decade of Sustainable Transport Action Plan for 2026–2035.
The new Cambodia-China transport agreement is expected to provide a framework for closer institutional cooperation and knowledge-sharing between the two ministries, particularly in areas involving transport, logistics and technical capabilities.
