Cambodia Condemns Inhumane and Brutal Attack by Thai Soldiers on Cambodian Civilians in Prey Chan Village Her Excellency General Maly Socheata, Secretary of State and Spokesperson for the Ministry of National Defence of the Kingdom of Cambodia

Phnom Penh, November 12, 2025 — The Ministry of National Defence of the Kingdom of Cambodia strongly and unequivocally condemns the inhumane and brutal act committed by Thai soldiers, who opened fire on Cambodian civilians in Prey Chan Village, Ou Bey Choan Commune, Ou Chrov District, Banteay Meanchey Province.

According to an official statement published on the Ministry’s social media page, Her Excellency General Maly Socheata, Secretary of State and Spokesperson for the Ministry of National Defence, reported that at approximately 15:50 (3:50 p.m.), Thai military personnel opened fire on Cambodian civilians in Prey Chan Village.

Preliminary reports from local authorities confirmed that five civilians were injured in this violent assault. The incident followed a series of provocative and hostile actions recently carried out by Thai troops with the apparent intent of inciting confrontation along the border.

The Ministry of National Defence of the Kingdom of Cambodia strongly denounces this cruel and inhumane attack, which clearly constitutes a serious violation of the Joint Declaration on the Peace Agreement between Cambodia and Thailand, signed on 26 October 2025 by the Prime Ministers of both countries, under the witness of H.E. Donald Trump, President of the United States of America, and H.E. Anwar Ibrahim, Prime Minister of Malaysia and the Chair of ASEAN.

In this regard, Cambodia calls upon the international community to firmly condemn this blatant violation of the Joint Declaration on the Peace Agreement between Cambodia and Thailand and Thailand’s repeated acts of aggression and violations of international law. Cambodia demands that Thailand be held fully accountable for this grave and unjustifiable breach.

Cambodia further urges Thailand to immediately cease all acts of hostility that threaten peace, stability, and human security in the region. At the same time, Cambodia calls upon the Thai side to strictly and sincerely comply with the ceasefire agreement, the Joint Declaration on the Peace Agreement, and all obligations under international law in good faith.

Cambodia reaffirms its firm and unwavering commitment to fully respect and implement the provisions of the ceasefire and the Joint Declaration on the Peace Agreement between Cambodia and Thailand, as well as all previous agreements reached by both sides, based on good faith and the highest sense of responsibility.

Cambodia remains steadfast in its principle of resolving disputes through peaceful means, in accordance with international law, treaties, conventions, and existing agreements, while firmly opposing the threat or use of force—and continues to seek a just, fair, lasting, and lawful solution in the spirit of peace and cooperation.
