Cambodia Issues Sub-Decree to Implement Conscription Law
PHNOM PENH, 13 August 2026 — Cambodia has taken a further step toward implementing its military conscription law after Prime Minister Hun Manet issued a sub-decree setting out the procedures and conditions for putting the law into effect.
The sub-decree establishes rules covering the registration and census of eligible citizens, selection and notification procedures, deferments, allowances, benefits and incentives, according to the government announcement.
It also sets out procedures for accepting citizens who have completed their military service back into employment or allowing them to resume their education.
The government said the measures are intended to ensure that the implementation of the military service law is carried out with transparency, accountability and effectiveness.
The issuance of the sub-decree marks a further move by Cambodia to establish the administrative framework needed to implement the country’s conscription system, following the government’s decision to proceed with the enforcement of the military service law.
The latest measure provides detailed rules for how eligible citizens will be registered, selected and called for service, while also addressing arrangements for deferment and support during military service.
The sub-decree also provides a mechanism for former conscripts to return to civilian employment or continue their studies after completing their military obligations.
