Cambodia, Myanmar Sign Four Agreements on Taxation, Investment, Culture and Media
PHNOM PENH, Sept. 11, 2026 — Cambodia and Myanmar signed four cooperation agreements and memoranda of understanding on Friday covering taxation, investment, culture, and media and information cooperation, as Myanmar President Min Aung Hlaing made a two-day state visit to Cambodia.
The signing ceremony was witnessed by Cambodian Prime Minister Hun Manet and President Min Aung Hlaing following their bilateral meeting at the Peace Palace in Phnom Penh.
The four documents are:
- An agreement on the elimination of double taxation with respect to income taxes and the prevention of tax evasion and avoidance. The agreement is intended to provide a clearer tax framework for cross-border economic activities between the two countries.
- An agreement on the reciprocal promotion and protection of investments, establishing a framework to encourage and protect investment between Cambodia and Myanmar.
- An amendment to the agreement on cultural cooperation, involving Cambodia’s Ministry of Culture and Fine Arts and Myanmar’s Ministry of Culture, Hotels and Tourism.
- A memorandum of understanding on media and information cooperation, aimed at strengthening collaboration between the two countries in the media and information sectors.
The agreements were signed after Hun Manet and Min Aung Hlaing discussed ways to expand bilateral cooperation in priority areas including economy, trade and investment, tourism, security and defence, education, human-resource development and combating technology-related scams. The two leaders also agreed to strengthen cooperation against transnational crimes, including human trafficking, drug trafficking and cybercrime.
The investment agreement represents a particular focus on strengthening economic ties between the two neighbours. During a separate meeting with Acting Head of State Hun Sen, the two sides noted that bilateral trade remained relatively modest, with trade between Cambodia and Myanmar valued at approximately US$35 million in 2025, indicating room for further expansion.
Min Aung Hlaing also expressed support for greater investment cooperation and encouraged Cambodian investors to explore opportunities in Myanmar, according to Cambodian officials.
The four agreements form part of a broader effort by Phnom Penh and Naypyidaw to deepen their longstanding bilateral relationship across economic, cultural, informational and other areas.
The Myanmar president arrived in Cambodia on Friday for a two-day state visit from September 11–12, at the invitation of King Norodom Sihamoni.
The visit marks Min Aung Hlaing’s first state visit to Cambodia as president and comes as Myanmar seeks to strengthen its engagement with neighbouring ASEAN countries and regional partners.
