Phnom Penh, 14 December 2025 — The Ministry of National Defense of the Kingdom of Cambodia has issued a strong and unequivocal press release rejecting what it describes as false information and deliberate distortions disseminated by the Thai side, which accused Cambodian forces of targeting civilian areas.

H.E. Lieutenant General Maly Socheata, Spokeswoman of the Ministry of National Defense, stated that Cambodia categorically denies these allegations and reaffirmed that Cambodia’s exercise of the right to self-defense is strictly limited to legitimate military targets directly involved in invading and violating Cambodia’s national sovereignty and territorial integrity.

The Ministry underscored that, in stark contrast, Thai forces have deliberately carried out attacks on areas inhabited by Cambodian civilians, as well as on civilian infrastructure, including homes, bridges, roads, schools, and hospitals. These attacks, carried out using heavy weaponry such as fighter jets, cluster munitions, and toxic gas, have resulted in 11 civilian deaths, including one infant, and 59 injuries as of 14 December 2025.

The Ministry further reaffirmed that Cambodia remains fully committed to respecting and implementing the Ceasefire Agreement, the Joint Declaration between Cambodia and Thailand, and all previously reached bilateral agreements, acting with the highest sense of responsibility and in good faith.

Cambodia, the statement emphasized, continues to adhere firmly to the peaceful settlement of disputes, in strict accordance with international law, relevant treaties, conventions, and existing agreements, with the objective of achieving a solution that is just, fair, durable, and fully compliant with international legal norms.

The Ministry called on both national and international media to take due note of these facts and to report responsibly and accurately.
