UNHCR-Recognised Activist Faces Deportation Risk in Thailand
BANGKOK, May 10, 2026 — Thai authorities have detained Chinese democracy activist Zhang Xin Yan in Bangkok amid concerns from rights groups that she could face deportation to China.
Zhang, 55, was detained on May 9 on immigration-related allegations, including visa overstay and unauthorised employment, according to local reports. She remains in the custody of Thailand’s Immigration Bureau pending further legal proceedings.
Rights advocates say Zhang is linked to the Hong Kong Parliament and is wanted by Hong Kong authorities under national security allegations. Reports said Hong Kong police had offered a reward of HK$200,000 ($25,700) for information leading to her arrest.
Her Chinese passport was reportedly revoked, after which she received refugee documentation from the United Nations High Commissioner for Refugees office in Bangkok. The certificate was reportedly valid until January next year.
Thai authorities are processing the case under domestic immigration law. Thailand is not a signatory to the 1951 Refugee Convention, leaving refugee protections dependent on local legal and administrative procedures.
Sunai Phasuk, an adviser to Human Rights Watch in Thailand, warned that any forced return could expose Zhang to serious risks and potentially conflict with Thailand’s anti-torture and enforced disappearance legislation.
The Hong Kong Parliament group issued a statement urging Thai authorities not to deport her to mainland China, describing the arrest as part of what it called a broader pattern of transnational repression targeting overseas dissidents.
Chinese media reports said Hong Kong national security authorities are seeking Zhang’s return as part of an ongoing investigation involving multiple individuals accused under national security legislation.
Legal observers noted that Thailand has no extradition treaty with Hong Kong, although it maintains a bilateral extradition agreement with China, which could complicate legal proceedings.
Thai media reported that Zhang is expected to appear before a court while authorities consider possible deportation measures. International advocacy groups have called on the UNHCR and other organisations to intervene as uncertainty remains over the legal status of her refugee documentation and immigration violations.
