BANGKOK, May 2, 2026 — Thailand’s National Human Rights Commission (NHRC) has found that “VIP prison” facilities inside Bangkok Remand Prison amounted to unlawful preferential treatment, violating principles of equality and human rights, officials said.

The findings follow a November 2025 raid by the Department of Corrections, which uncovered a concealed room converted into a private suite used by selected inmates, including foreign nationals and individuals linked to organised crime.

Investigators said the facility allowed privileges such as extended family-style visits and access to services not permitted under prison regulations, in breach of both domestic law and international standards on the treatment of detainees.

The NHRC said the practices reflected systemic failures in oversight, including the use of undocumented verbal orders by senior officials to move inmates outside normal custody procedures.

The commission also noted that some activities took place on public holidays, when staffing levels were lower and monitoring was limited, raising further concerns about accountability.

A fact-finding panel identified possible misconduct by a former prison chief and at least one corrections officer, while evidence suggested outside intermediaries were involved in facilitating the arrangements.

The NHRC said the case would be referred to the National Anti-Corruption Commission for further investigation. Thailand’s justice minister has already ordered a disciplinary probe into those involved.

The commission urged authorities to strengthen oversight across the prison system and ensure equal treatment of all inmates, warning that such practices undermine public trust and the rule of law.

Officials said broader inspections of correctional facilities are expected as part of efforts to prevent similar abuses nationwide.
