CMAA Urges the Convention on Cluster Munitions to Condemn Thailand’s Use of Cluster Bombs His Excellency Ly Thuch, First Vice President of the Cambodian Mine Action and Victim Assistance Authority

Geneva, 2 December 2025 — In a bilateral meeting with Ms. Pamela Moraga, Director of the Implementation Support Unit of the Convention on Cluster Munitions, held in Geneva on 2 December 2025, His Excellency Ly Thuch, First Vice President of the Cambodian Mine Action and Victim Assistance Authority, raised grave concern over the Thai military’s use of cluster munitions during the Cambodia–Thailand armed conflict in July 2025. He stressed that this use has resulted in long-term humanitarian harm and continues to pose severe dangers to the civilian population, particularly children.

According to His Excellency Ly Thuch, although the situation has since de-escalated, fear and anxiety remain widespread among local communities due to the explosive remnants of war contaminating vast areas of land and farmland—especially cluster munitions. In a recent tragic incident, a Cambodian child lost his life after coming into contact with a cluster munition left behind from the Thai attacks.

Speaking on behalf of the Royal Government of Cambodia and the victims affected, His Excellency Ly Thuch urged the Convention on Cluster Munitions to issue a strong and unequivocal condemnation against the use of cluster munitions and to hold perpetrators accountable for the long-term humanitarian consequences, particularly the harm inflicted upon civilian populations.
