Phnom Penh ,24 December 2025 — The United Nations in Cambodia has reaffirmed its strong support for the Royal Government of Cambodia by co-leading a Joint Multi-Sector Rapid Needs Assessment aimed at addressing the urgent humanitarian consequences of the ongoing arm conflict with Thailand.

Acting in its capacity as Co-Chair of the Humanitarian Response Forum (HRF), the UN is supporting the National Committee for Disaster Management (NCDM) in deploying assessment teams composed of UN agencies and humanitarian partners. These teams will work directly with internally displaced persons (IDPs) and local authorities to identify critical needs across key sectors, including shelter; water, sanitation and hygiene; health; food security and nutrition; education; livelihoods; and protection.

The assessment findings will enable the Royal Government of Cambodia and its partners to prioritize assistance, strengthen coordination mechanisms, and ensure timely, standards-based humanitarian support for affected populations.

This initiative forms part of the broader UN humanitarian response in Cambodia. Since July, more than 100,000 people across seven provinces have received assistance from HRF partners, including the UN, in essential areas such as water and sanitation, health, education, food, and shelter.

In parallel, the United Nations has been working closely with the Cambodian Government to support migrants returning from Thailand, focusing on improving employability and expanding access to social services, including social protection. The UN is also analyzing the socio-economic impacts on IDPs and returning migrants in order to develop a comprehensive recovery plan addressing both immediate humanitarian needs and medium-term recovery priorities.

The UN’s engagement underscores its continued commitment to supporting Cambodia’s humanitarian response, resilience, and recovery, in close partnership with national authorities and humanitarian stakeholders.
