MFAIC Raises Alarm Over Civilian Killings in Border Attacks

Phnom Penh, 25 December 2025 — The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia today briefed foreign diplomatic missions and United Nations agencies accredited to Cambodia on the latest developments along the Cambodia–Thailand border, with particular emphasis on the rising civilian casualties and mass displacement resulting from ongoing hostilities.

The briefing, held on the afternoon of 25 December 2025, was led by H.E. Nong Sakal, Under Secretary of State and Spokesperson of the Ministry of Foreign Affairs, and was attended by representatives of 24 foreign embassies and UN agencies.

The meeting took place amid what Cambodian authorities described as a second wave of armed aggression by Thai forces, marked by intense and indiscriminate attacks along the border areas and deep incursions into Cambodian territory, posing a grave threat to civilian populations.

According to figures presented by the Ministry of National Defence, since 7 December 2025, indiscriminate attacks by the Thai side have resulted in the deaths of at least 30 Cambodian civilians, with 87 others injured. The humanitarian impact has been severe, with the total number of internally displaced persons reaching 636,679, including 331,850 women and 202,455 children.

The Cambodian side underscored that the scale of civilian suffering and displacement constitutes a serious humanitarian crisis, calling on the international community and the United Nations to take note of the urgent protection needs of civilians, particularly women and children, and the dire consequences of continued hostilities.

The briefing reaffirmed Cambodia’s commitment to transparency and international engagement, while urging heightened international attention and action to address the worsening humanitarian situation and to prevent further loss of civilian life.
