Phnom Penh, Feb. 12, 2026 — Cambodia is drafting a new law aimed at combating technology-based fraud, as authorities intensify a nationwide crackdown on online scam operations.

The Ministry of Justice of Cambodia said the draft “Law on Combating Technology-Based Fraud” was prepared following guidance from Prime Minister Hun Manet and has undergone inter-ministerial consultations to ensure technical completeness and enforcement effectiveness.

Deputy Prime Minister and Justice Minister Koeut Rith chaired a meeting on Wednesday with representatives from the Interior Ministry, the Economy and Finance Ministry, the National Bank of Cambodia, the Council of Jurists, anti-human trafficking authorities and judicial police units. Participants reached broad agreement on the draft legislation.

The ministry said the proposed law would establish a clearer legal framework to prevent, suppress and prosecute online fraud, a key government priority.

Officials added that the legislation aligns with the United Nations convention on cybercrime, which Cambodia has signed.

Cambodia has stepped up enforcement against cyber scam networks in recent months amid regional efforts to curb transnational online fraud operations.
