Cambodia, UK Sign MoU to Boost Skills Development and Human Capital
PHNOM PENH, March 9, 2026 — Cambodia and the United Kingdom have signed a memorandum of understanding (MoU) aimed at strengthening cooperation in human resource development and technical skills training, officials said on Monday.
Cambodia’s Minister of Labour and Vocational Training Heng Sour signed the agreement with Jonathan Ledger, an international expert representing the UK Skills Partnership (UKSP), during a meeting attended by British Ambassador Dominic Williams in Phnom Penh.
The three-year agreement focuses on expanding collaboration in technical and vocational education and training (TVET), including skills development programs, expert exchanges and policy cooperation.
Heng Sour welcomed the partnership and thanked the United Kingdom for its long-standing support to Cambodia in areas including labour governance, human resource development, migrant worker protection, vocational training and education programs.
He said the cooperation would help Cambodia strengthen workforce skills and improve the quality of vocational training to better meet the needs of the private sector and emerging industries.
Ambassador Williams said education and skills development are critical for Cambodia’s continued economic progress, particularly as the country prepares for its graduation from least-developed country (LDC) status in the coming years.
Under the MoU, Cambodia will host skills development programs, training initiatives and international expertise from the United Kingdom, aimed at enhancing workforce productivity and supporting economic growth.
Officials said the agreement also seeks to encourage knowledge exchange, innovation and cooperation between institutions and experts from both countries, helping improve the quality and sustainability of TVET systems.
