29 Countries Agree to Create World AI Cooperation Organization
SHANGHAI, 17 July 2026 — Twenty-nine countries, including Cambodia, have signed an agreement to establish the World Artificial Intelligence Cooperation Organization (WAICO), a new international body aimed at promoting global cooperation in the development and governance of artificial intelligence.
The agreement was signed in Shanghai, China, during a ceremony attended by Chinese Foreign Minister Wang Yi, United Nations Secretary-General António Guterres, and representatives of the 29 participating countries.
The signatories included countries such as Russia, Belarus, Serbia, Cuba, Brazil and Venezuela, as well as 10 African nations and 12 Asian countries, including Cambodia.
According to the agreement, WAICO will serve as a platform to promote innovation, development, deployment and practical applications of artificial intelligence for shared progress and the common good.
The organization also aims to strengthen international cooperation on AI, narrow the global AI development gap and foster broader collaboration among member states.
In addition, WAICO seeks to reduce and respond collectively to the risks and challenges arising from the rapid advancement of artificial intelligence, while encouraging its responsible use to support sustainable development and shared prosperity.
The establishment of the organization reflects growing international efforts to develop cooperative frameworks for AI governance as countries seek to maximize the technology’s benefits while mitigating its potential risks.
