SIEM REAP, June 16, 2026 — Prime Minister Hun Manet has underscored the importance of peace as the cornerstone of national development, stressing that without peace, it would be impossible to advance education, economic growth, women’s participation or the future of young people.

Speaking at the opening ceremony of the 39th World Conference of the World Association of Girl Guides and Girl Scouts (WAGGGS) and the 42nd Annual Gathering of The Olave Baden-Powell Society (OB-PS) in Siem Reap on Tuesday, the Prime Minister said Cambodia’s achievements over recent decades have been made possible by a stable and peaceful environment.

“Peace is the foundation of everything. Without peace, we cannot talk about education, development, women’s participation or the future of youth,” Hun Manet said.

He noted that peace has enabled Cambodia to rebuild infrastructure, expand educational opportunities, create jobs, improve social welfare and welcome international partners to share knowledge, experience and friendship with the Cambodian people.

The Prime Minister said international delegates visiting Cambodia would be able to witness firsthand the country’s peace, stability, security and rapid development, as well as its ability to successfully host major international events.

Addressing the conference theme, “We See, We Care, We Act,” Hun Manet described it as a simple but deeply meaningful message that reflects the values Cambodia seeks to promote throughout society.

He said the theme embodies a society that recognizes human dignity, cares for those in need and works together to achieve shared progress and prosperity.

The Prime Minister also highlighted the government’s continued commitment to gender equality and women’s empowerment through the Pentagonal Strategy Phase I, emphasizing that women remain at the center of Cambodia’s development agenda.

He reaffirmed that the government is increasing investment in education, healthcare, economic opportunities and leadership development for women and girls, while working to reduce gender-based violence and strengthen social inclusion.

Hun Manet stressed that a girl who receives quality education, enjoys safety, develops self-confidence and has opportunities to participate in society can transform not only her own life but also her family, community and country.

He further emphasized that women are not merely beneficiaries of peace but are essential actors in building and sustaining peace at the family, community, national and international levels.

In his closing remarks, the Prime Minister praised the role of Girl Guides in nurturing leadership through everyday acts of service, discipline, environmental protection and community engagement.

“From girls serving their communities to women leading society, empowering women means empowering the nation and strengthening the shared future of the world,” he said.
