Phnom Penh, 12 November 2025 — The Ministry of Interior of the Kingdom of Cambodia has issued a strong condemnation following the brutal and inhumane shooting by Thai armed forces against Cambodian civilians in Prey Chan village, Ou Bey Choan commune, Ou Chrov district, Banteay Meanchey province, on the afternoon of 12 November 2025 at around 3:50 PM, which tragically resulted in one civilian killed and three others injured.

According to the Ministry’s statement, the unprovoked attack occurred while Cambodian civilians were sheltering in temporary rubber tents inside Cambodian sovereign territory, after their homes had been encircled and blockaded by Thai troops despite the official ceasefire agreement remaining in effect.

The Ministry emphasized that this act of aggression took place at a time when Cambodia continues to strictly adhere to the spirit and commitments outlined in the Kuala Lumpur Joint Declaration signed on 26 October 2025, witnessed by U.S. President Donald Trump and Malaysian Prime Minister Anwar Ibrahim, in his capacity as ASEAN Chair.

The statement further described the shooting as a premeditated and systematic act by the Thai side, supported by coordinated disinformation efforts from certain Thai media outlets aimed at distorting facts and provoking armed confrontation. The Ministry noted that while Cambodia was issuing official information about the Thai military’s attack on Prey Chan villagers, Thai media simultaneously spread false narratives, labeling the reports as “fake news.”

This heinous assault marks yet another in a series of inhumane actions perpetrated by Thai forces against Cambodian civilians in Prey Chan and Chhouk Chey villages since 12 August 2025, shortly after the ceasefire took effect. The Ministry reported that Thai troops have repeatedly committed systematic harassment and human rights violations, including:

  • Encircling Cambodian villages and farmlands,
  • Blocking access routes and fencing community lands,
  • Forcing villagers from their homes,
  • Spraying chemical waste from trucks to drive residents away,Firing rubber bullets, metal pellets, and tear gas,
  • Causing injuries and fainting among more than 30 Cambodian villagers, and
  • Blasting loud sirens and noise at night to create fear and unrest.

The Ministry condemned these actions as gross violations of human rights, the Universal Declaration of Human Rights, the UN Charter, the ASEAN Charter, and other international laws, qualifying them as serious international crimes, including crimes against humanity and war crimes.

On behalf of the Royal Government of Cambodia, the Ministry of Interior expressed its deepest condolences to the family of the deceased and solidarity with all affected Cambodian citizens, especially those injured in the attack.

The statement called upon the international community, friendly nations, and global media to closely monitor the situation and take principled action to ensure justice for Cambodia as the victim of aggression, while upholding the universal values of peace and humanity.

Finally, the Ministry urged Thailand to return to full compliance with the Kuala Lumpur Joint Declaration, reaffirming the importance of reconciliation, peaceful resolution, and adherence to international law as the only viable path to restoring trust and stability between the two nations.
