Cambodia-Japan Sign Grant Agreements for Mine Clearance and Port Development
Phnom Penh, 12 January 2026 — Cambodia and Japan have signed an Exchange of Notes formalizing Japanese grant assistance for two major development projects aimed at supporting humanitarian mine action and trade facilitation, the Ministry of Foreign Affairs and International Cooperation announced on Monday.
The agreements were signed by His Excellency Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia, and His Excellency Ueno Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to Cambodia.
Under the agreements, the Government of Japan will provide JPY 1.7 billion (approximately USD 11.3 million) to support the Project for Integrated Mine Clearance and Landmine Victim Assistance (Phase 3), reinforcing Cambodia’s efforts to address the legacy of landmines and unexploded ordnance while assisting affected communities.
An additional JPY 1.142 billion (approximately USD 7.6 million) will be allocated to the Project for the Reinforcement of Customs Functions at the Sihanoukville Port New Container Terminal, aimed at enhancing port efficiency, strengthening customs capacity, and facilitating regional and international trade.
The Ministry said the grant assistance reflects Japan’s continued and steadfast support for Cambodia’s socio-economic development and sustainable growth. It also underscores the deepening bilateral relations between the two countries under their Comprehensive Strategic Partnership, marked by close cooperation across development, infrastructure, and humanitarian sectors.
The signing reaffirms the shared commitment of Cambodia and Japan to advancing long-term development goals, strengthening institutional capacity, and promoting stability and prosperity in the region.
