DILI, June 1, 2026 — Timor-Leste officially launched its national digital verification platform, verify.gov.tl, on Monday, marking a major step in the country’s digital transformation efforts and highlighting growing cooperation with Cambodia in the field of digital government.

The launch ceremony was presided over by Timor-Leste’s Minister of Transport and Communications, Miguel Marques Gonçalves Manetelu, and Cambodia’s Minister of Post and Telecommunications, Chea Vandeth, alongside senior government officials from both countries. More than 500 national and international guests attended the event in Dili.

The platform is the result of a bilateral cooperation agreement signed in January 2025 between Cambodia’s Ministry of Post and Telecommunications and Timor-Leste’s Ministry of Transport and Communications. Under the arrangement, Cambodia provided technical expertise and support for the development of the national verification portal and its integration with relevant government databases.

As part of the first phase, Timor-Leste has integrated driver’s licences into the system, making them the country’s first official documents equipped with QR codes that allow instant authenticity verification through verify.gov.tl.

According to officials, the initiative is expected to significantly reduce administrative costs. The production cost of a physical driver’s licence has reportedly fallen from US$4.00 per card to just US$0.10 through the adoption of the new verification system.

Cambodia has implemented a similar system through verify.gov.kh, which enables drivers to use digital driver’s licences accessible via the DG SuperApp and dgconnect platform. Cambodian officials said they will continue sharing technical knowledge and digital governance experience with Timor-Leste as the project expands.

The two countries plan to broaden the use of verify.gov.tl to cover additional government-issued documents, including educational certificates and civil registration records. The expansion has already received approval from Timor-Leste’s Council of Ministers.

Speaking at the ceremony, officials from both countries reaffirmed their commitment to strengthening bilateral cooperation in telecommunications, information and communications technology, digital transformation and public service modernization.

The launch represents one of the most visible examples of Cambodia exporting digital government expertise abroad, while supporting Timor-Leste’s efforts to modernize public services, improve document security and accelerate digital socio-economic development.
