UNITED NATIONS, April 28, 2026 — Cambodia called for stronger adherence to international law and enhanced cooperation to safeguard global waterways during a United Nations Security Council debate on maritime security.

Speaking at a high-level open debate on the safety and protection of waterways, Senior Minister Sok Siphana said secure maritime routes are essential for international peace, economic stability and sustainable development.

He reaffirmed Cambodia’s support for a rules-based maritime order, highlighting its commitments under the United Nations Convention on the Law of the Sea (UNCLOS) and the Biodiversity Beyond National Jurisdiction (BBNJ) agreement.

Cambodia urged that maritime disputes be resolved peacefully through dialogue and diplomacy, stressing the importance of respecting freedom of navigation, lawful transit passage and the safety of seafarers in line with international law.

The Cambodian envoy also called for greater technical assistance to developing coastal states, including support for maritime law enforcement, port security, and information sharing to address emerging threats.

He further urged the Security Council to adopt a more integrated and preventive approach to maritime security, aimed at strengthening long-term resilience while ensuring efforts remain inclusive and consistent with the UN Charter.

The debate comes amid rising global concerns over maritime risks, including disruptions to shipping routes and increasing geopolitical tensions affecting international waters.
